I don't see what your problem is.  As I understand things, your
requirement is for "hrprod" files to belong to the toml4day mgmt
class, and for all other file to belong to the standard mgmt class.
If you code your second example only for your regular incrementals,
then you will get what you want.  There is no need to run separate
jobs to put some files here and other files there.

Do note, however, that directories are not necessarily bound to
the management class specified with the associated files.  Rather,
they are bound to the management class with the longest retention
time.  Look at the DIRMC variable for more information.
