Bill,
When you Checkin a Volume into the library, you either specify the name of the 
volume and put search=no, or you do a search=yes but then don't put the name of 
the volume you want to checkin. Also the status of the volume should not be 
specified=scratch.
After you checkin the volume change the access to readwrite.
Let me know if this works
