OK thats not the COLLOACTION.

One possible other reason why ADSM does not select "filling" tapes, is
because the tapes could be in use ( f.e by MIGRATION, RESTORES,
RECLAMATION) then ADSM takes a new scartch. At a later time (next day or
so) ADSM starts reusing the "filling" tapes.

One other reason could be the status of the TAPE , it HAS to be in
READ/WRITE write modus. If ADSM encounters an READ or WRITE Error he sets
these tapes to READONLY. The tapes are further on only used for READ
processes like RECLAMATION input, or MOVE-Data input, or restores.

I do not have COLLOCATION turned on.

It depends of the COLLOCATION mode you set.
Fs you set it on for client level, then for each client a tape is used. So
you will have at least one filling tape per client. If you even have
collocation on filespacelevel  the you get even worse.
