     The background app. your looking for is activated as a service under
     control of NT. Look into the NT services and make sure the ADSM client
     acceptor is active and will start automatically on NT startup. On an
     incoming ADSM WEB session the client acceptor will activate the ADSM
     client agent (also running as a NT service).
     Access WEB client with http://ip-address:1581.

Did you change the port number??  The default port is 1580.
