Unable to Restore NT Registry Key

All,

I am trying to restore the Windows NT registry on a test box and
am unable to do so.  When I issue: "dsmc regrest entire" I receive
the output below.

The registry keys were restored successfully to c:\adsm.sys, but
when ADSM tried to replace the keys it was unable to restore one
of HKEY_USERS subkeys.

Whenever I restore from the GUI I check to make the keys active after
reboot, but since that is the default on the command, why is it
trying to replace the registry hives before the reboot occurs?

Also, the restore is being done via a Perl script after the
administrator has auto-logged in.  After it fails, if I manually run
the regrest command it works fine.  If this one registry key if
failing to be replaced because administrator is logged into the box,
then it appears the command line version isn't working as one would
expect.

Can anybody shed some light on this predicament?
