according to what shows below, the tapes are "read-only" .  This is shown
by the R/O at the end of this sentence.  "ANR8324I 8MM volume CE20 is
expected to be mounted (R/O)."  That could be the problem.

Are the tapes in the library?  What is their access?  They must be have an
access mode of read/write to be mounted even if they are in the library.
Also, make sure there aren't tapes in the drives being used by some other
process when your reclamation starts.
