I've had a similar problem with a 3.1.0.3 client under AIX.

On the clients side they created a new tmp directory under a fs being
backed up.
So we backed up the directory and open log files a few times until we found
errors.
Like you I wasn't able to exclude this directory, it was always processed.
After I deleted these files and directory from  backup the exclude.dir
works.

Think you have to delete the fs's from backup and then the correct exclude
syntax:

     exclude.fs /cabs?   (if /cabs? is the fs)
or   exclude.fs /cabs?/data   (if /cabs?/data is the fs)
