Usually reclamation thresholds are set to 60 or greater. This is the
default value for primary storage pools. That means too tapes (40%
utilized) can be squeezed onto one tape. What some folks do is drop the
threshold to 90, then 80, then 70 and so on. In that fashion, the most
empty tapes are reclaimed first.
