My experience is that for reclamation of an offsite/copy pool the threshold can
be reset fairly soon, but for a primary sequential pool once the reset has
occurred no additional tapes are reclaimed.  This is just my recollection from
observing the system for two years. On migration thresholds, I don't have direct
observations, though I am curious now and will do some testing in the next few
days.
