Check your device class definition:

Q DEVCLASS tapeclassname F=D

The MOUNTLIMIT parameter controls how many drives ADSM can use at once.
MOUNTLIMIT was probably set to 2 when you only had 2 drives; you must change
it to 4 to get ADSM to use all the drives at once:

UPDATE DEVCLASS tapeclassname MOUNTLIMIT=4
