nope- on a win-nt admin gui under storage pool volumes there is a percent
reclaimable, that tells you how much of the data on your tape is useless
data to be reclaimed.  The percent utilized is good data.  Remember a tape
is sequential storage device.  Using your 10% -90% argument, if 10%  is
"percent utilized", that does not mean that 90% is empty.  You need to look
at the percent utilized say 10% and the percent reclaimable say 30%.  that
means that 40% percent of the tape has been written to, and 60 percent is
empty.  Of that 40 percent 30 percent is junk to be reclaimed.

So when you set your reclaimation threshold (say 60%) the tape will start
reclaiming when percent reclaimable this that number (60%)
