Multiple Servers on MVS LPAR

I am trying to bring up a second ADSM server on an MVS LPAR. When I try to
start this serverit gets an ANR5099E message with a return code 48. I have
tried to bring this server up before the other one and I have reserved the port
in TCPIP to no avail. I would apprciate any suggestions as to what might be
causing this. Both servers are 3.1.2.20 on os390 1.3.
