We had the same problem.

pls check the LANGUAGE with  set | grep LANG.

If the result not LANG=en_US is this the problem. ADSM have only an
directory like /usr/lpp/adsm/bin/en_US (or other language). The LANG
setting  should be the same as the installed ADSM language.

Also you could set the Environmet Variables DSM_DIR   DSM_CONFIG  DSM_LOG.
