You're not alone.  I am running 3.1.15 on AIX (system is 6 months old) and have 
just discovered the
same problem.  Couldn't figure out why our off-site tape racks were so full.
IBM told me it was because of the timing of my delete volhist.  Fixed that and 
it's still happening.

I'l love to hear why.
