No, it is relevant.  The sorry excuse for ADSM you get during a restore db 
can't figure out where in the library a tape is.  What I did to get around this 
was to define a manual libary using the drives in the library and used myself 
to put the proper tape in the drive when asked.

Makes sense.  How would ADSM know where the tape it wants is in the library 
without this information in the devconfig.out file. I went so far as to try to 
dummy this info up to reflect reality in my robot, to no avail.
