Config: ADSM 3.1.1.5 on AIX 4.3.2.0

In order to start a offsite reclamation at the correct percentage, we issue a 
select command which is displayed with its output below:

ANS8000I Server command: 'select volume_name,pct_utilized from volumes where 
pct_utilized  > 0 and access='OFFSITE' order by pct_utilized asc'

We then set the reclamation threshhold to 97%, and the server began reclaiming 
432 and 451.
Could someone please explain how those two tapes, and only those two tapes, 
were selected?
