Make sure your migration thresholds aren't set to 0 and check your mount
retention period. Usually this is set to 60 minutes, but perhaps it's set
lower. This along with the migration set to 0 will cause the tapes to be
mounted and dismounted like you describe. I'm sure there's some thing else
that will do that too, however, so you may need to keep pursuing it...
