We see this same error when going through a proxy server to get to the ADSM
server. The URL that ADSM is passing to the browser (through the proxy
server) is really long and seems to choke the proxy server and we get the
404 error. In our case, we get around it by setting up our web browser to
not go through the proxy server when viewing pages in our local domain.
