I don't agree with your user that restoring is necessary - that just puts
more wear and tear on your tape.
But my personal experience leads me to agree that 1 copy of the data on DLT
is not adequate protection for business critical data.
We use copy pools, and keep 1 copy of the data offsite, 2 onsite for the
systems that use DLT tape.
