I was at the ftp site to see if 3.1.2.13 had been upgraded to a real fix and
I noticed that the dates on all the 3.1.2.1 ptfs are 11/99 and 12/99.  Does
IBM have a date problem on their server?

I also noticed that 3.1.2.15 is now on the fixtest server.  Does that mean
that .13 will be made a real fix instead of a test fix soon?
