Tape usage will "peak" only initially. Provided you stay on top on expirations and reclaim storage for each of your tape pools - this includes tape copy pools(which should be offsite). I run file expiration and RCLSTG for each of my tape pools M-F. I do however have the use of an ATL. If you have multiple nodes in a given domain consider collocation by node instead of file space. Again - stay on top of expiration and RCLSTG's.

Yes, you will use more tapes. If you limit the number of tapes by setting
maxscratch lower, you can get the benefit of collocation and still use a
reasonable number of tapes. Read the Admin guide for a complete
description of collocation.
The default is collocate=no.
