I usually get the same error as well if I do not check the overwrite label,
search and add to library check boxes in the GUI..

I am assuming at this point that you are trying to checkin a tape to your
tape library in which case the reply you are getting means that you have to
free up some space in the library before you can checkin any more tapes.
What kind of library are you using and what version of ADSM on what type of
server?
