Yes, this is a shortcoming of the uninstaller.  The uninstaller really
should stop any running services and remove them as part of the uninstall
process.  For that matter, if you are upgrading ADSM, the installer should
also be smart enough to stop any running ADSM services so that they can be
upgraded.

Your only recourse at this point is to reinstall ADSM so that you get back
the dsmcutil command, which you can then use to remove the ADSM services.
Then you can uninstall ADSM.
