We encountered the same error doing a restore to a Digital Unix client
during a disaster recovery test early this month. Digital Unix 4.0d . This
case was using an UFS file system. The restore machine had 4GB of memory
most of which was available. We were using the GUI on the client 3.1.0.5.
ADSM Server 3.1.1.5 on AIX 4.2.1. Because the test was with our DR provider
we have not been able to recreate the environment. It seems that if we
restrict the backup/restore to smaller data sets (individual file systems)
we have more success. It may provide you a workaround. We're still waiting
to hear from IBM on a solution.

I called the IBM support line, but have not recieved any information yet
from them.
