You have not missed anything.  I inquired about this a few months ago, and
you can can't do what you want.  And, according to IBM, treating multiple
physical libraries as one logical library would require an extensive
architectural change to ADSM.

I have two policy domains, each with it's own disk pools and tape storage
pools, with the tape pools being in the different libraries.  However, I
still have only one copy storage pool.  In my case, I split my clients
across the two policy domain (and therefor, the two libraries) according
to political boundries, which unfortunately, is not an even split, so one
library is at least 3 times as active.  :-(
