This is a known problem of some older maintenance levels of HP-UX 10.20.  As
Andy already pointed out the README that comes with the HP ADSM client
explicitly mentions which patch from HP needs to be installed to be able to
start the ADSM GUI.  Unfortunately, the patch number is not accurate anymore;
the current patch to get and install is PHSS_15043 (though if you search HP's
support pages for PHSS_14262 you 'd be pointed to this updated patch as well).
