I don't know about VM but did you try 'UPD STG stgpoolname MIGPR=2'?
Under OS/390 server this will start a second migration process thus using
2 tape drives.

Is there a way to tell the VM V2 server to use more than one tape
drive when it is migrating a disk pool off to tape?
