No, Server code is just that, server code -- storage pools, policy, etc. To
run a backup of the system, you need Backup / Archive client code. As you
stated, there is no ADSM Backup / Archive client code for AS/400 and
something like ROBOT/SAVE (or a homegrown program tied into the ADSM API)
is the only current option.
