Is the subordinate pool a tape pool ?
     If so, double check the value for MAXSCRATCH...
     Your "q libvol" can show scratch tapes but adsm won't exceed its
     MAXSCRATCH value for a given storage pool... and that generally shows
     up as "insufficient space"

Has anyone seen these errors?

I have tried the following to correct the problem:.

Increased DB by 1500mb
Increased Backup Storagepool by 40gigs
Audited entire DLT library volume
Relabeled Bad or Unreadable Tapes

Space Reclamation will not move files nor will migration.
