my interpretation of that apar is that a fix is available and is in the
latest fix-release of adsm 3.1 server release, which we have applied.  I may
be wrong.  Do others have something to say about this?

PS  that apar referred to an assumption that the entire storage pool was
full if it failed to find space on the second volume.  In this case, the
server is trying to use the same tape after and end-of-file has been reached
on that tape.
