Hi

As soon as a scratch tape is allocated to a storage pool, it becomes
private. The field Scratch in the stgpool list is so that the volume can be
returned to scratch when it is empty. If there are no scratch volumes in
the library (q libv), add some more. If there are scratch tapes in the
library, check that the maxscratch parameter in the stgpool does not exceed
the number of volumes assigned to the stgpool. If it does, increase this
value.
