checkin libv libraryname volname stat=scratch

Hi,
 Just was hoping someone can tell me how to properly add a scratch tape
to a stgpool.
The stgpool is set up to accept scratch, but every time I'm adding tapes
to the library (first defining volumes and then checking them in)
I can't check the tapes in as scratch.
What am I doing wrong.
