The way I did this was as follows:-

* Run "setup.exe -r" which creates a file called setup.iss in the local Windows 
NT directory (e.g. C:\WINNT).  This file records all the entries including the 
language option.
 
* Copy the setup.iss file from the Windows directory to the same directory 
containing the setup.exe as used above.
 
* Run "setup.exe -s" to run the automated installation which automatically sets 
the language option.

This works for me!
