Yes. You must smit remove V2.

What we did was tar up the contents of the directory /usr/lpp/adsmserv/bin
into /tmp first - just in case - but we didn't need to recover any files
after the upgrade.

The whole of adsmserv is not deleted by the upgrade.  Files such as
dsmserv.dsk which contain the definitions of the database, the accounting
log, volumehistory, server options, etc all remain.

One thing to watch is that the server upgrade may trash your client dsm.opt
and dsm.sys if you have them in /usr/lpp/adsm/bin - so if that is relevant
to you, save and reapply after the upgrade.

We also took the precaution of a FULL DB backup on a quiet system before the
upgrade to give a good regression capability.

Our order of operations was:

backup all stg pools and migrate pools (as daily operation)
backup DB FULL
delete all tape devices from adsm (delete drive ...)
halt adsm
preserve contents of /usr/lpp/adsmserv/bin and client options
smit remove V2
smit install V3 : review product first and see what bits you need
dsmserv upgradedb
smit install 3.1.0.1
dsmserv (in foreground to start with)
install new licences : command is "reg lic file=<thing>.lic"
  (the files are installed into /usr/lpp/adsmserv/bin by V3 installation)
define drives
backup DB FULL
restart dsmserv in background (that's how we run)

The actual upgradedb took us only a few minutes but the whole procedure
including the DB backups took several hours (owing to the size of our DB and
the time it takes to back it up!).

I don't think I've missed any steps out!
