If I recall correctly the migration numbers have nothing to do with
reclamation purposes ; they are used whenever you have a Next stgpool (tape
in most cases) and your original pool is on disk. The idea of this is to
empty your disk stgpool and pass the info to tape.
Reclamation is for consolidate tapes bases on it's actual usage, and think
that you can consolidate 2 tapes "only" if their usage is below 49%
(supposedly 2 tapes do not have the same length, therefore do not store the
same amount of bytes). If you NEED to consolidate tapes at a lower ratio
(the one I'm suggesting is 2 :1), maybe 5 :4 or so, you set the % of use to
79 or so, but that's a lot of effort against the number of tapes you can
reuse.
