This sounds like you may be running with a down-level version of the ADSM
NetWare client. Starting with Novell's SMSUP5 package, the TSANDS.NLM was
changed to advertise the NDS TSA with a different name. Since ADSM is looking
for the older name, you are getting this failure. ADSM was changed to look for
both names. Try obtaining the latest client level, and giving that a shot.

I upgrade my Novell client 3.12 to Novell client 4.11. I load TSA410
successfully but when I try to run: incremental or selective DIRECTORY.
I got the following error message:
   ANS4972E Unable to connect to Netware target service ''.
   Make sure the TSA NLM is loaded on the specified machine.
