This also depends on collocation, and maxscratch.  If collocation in on,
and maxscratch has not been reached, then a new tape will be used.  If
collocation in on, and maxscratch is already reached, then new clients
will be squeezed onto existing tapes.  With collocation off, I would
expect ADSM to fill one tape before asking for another.
