OK, getting farther along. I added the backup/restore permissions and
I can now restore, but there is still a problem with the backup.
I get 'ANS7642E - An error occurred creating the registry directory
structure' from the GUI client. When I invoke REGBACK from the command
line, I get 'ANS4426E An error occurred  reating the backup registry
structure'.

All of the permissions on the registries (at least in adsm.sys) should
allow deletions, changes, etc.

It *is* a permissions problem:  The user does not have the necessary
authorization to run the API used to retrieve and set the ACL
information.  Have you tried giving the users priviledge to Backup and
Restore files (in user manager under the silly menus, grant
Backup/Restore to Users)?
