IMHO, the current syntax is sufficient; the code just needs a
performance boost.

(people that find silly analogies a waste of time need not read
further!)   :-)

Let's say I'm a snow plow operator and the company I work for plows
show in Bangor (a sprawling city of 35,000) and Veazie (a small town of
2,000).  I'm told

   * exclude all Bangor streets

   * plow the streets in Veazie that need it.

If I drive all over Bangor checking all the streets I CAN'T plow, my
company will look pretty bad because the streets of Veazie were rarely
plowed on time and the cost is exorbitant.
