The best you can do is every hour. Minutes is not a valid perunit.
For every hour do:
DEF SCHedule schedname t=a cmd="q stg f=d" dur=15 duru=minutes per=1
peru=hours day=any startdate=MM/DD/YYYY starttime=HH:MM exp=MM/DD/YYY (to
expire the schedule on some future date, or omit this parameter and the
schedule will never expire).
