I don't know the answer to your first question.
The answer to your second question is that the start time for a schedule in not
fixed. In your schedule you specify a STARTTime and a DURation. The start time
indicates the time a schedule starts, duration indicates the time frame within
a process has to be started. So if you set a start time of 21:00 and a duration
of 6 hours, a scheduled event will start somewhere between 21:00 and 03:00. You
can also use the SET RANDOMIZE command to influence this. If you set
randomization to 50% all scheduled events will be in the first half of the
given time frame, so between 21:00 and 00:00. So if you restart the scheduler
it asks the server for a start time and that is different each time due to
randomization.
