I agree with Barry.  If you specify a NEXT storage pool, when the first
storage pool fills up ADSM WILL cut over to the second one.  I have seen
this happen in my system.  I have migration turned on, but if migration
does not run fast enough to keep up with the incoming backup data, ADSM
spills over to the NEXT pool anyway.  In your case, you could also set
the migration threshold up to 100% to prevent migration altogether:
DEFINE STGPOOL xxxx HIGHMIG=100.
