I am sorry that you received bad information but I am happy to report that
there is not a problem with only installing ADSM from the CD.  Below is
the response from Tivoli planning:

 ADSM can be unlocked and pulled from the 6/96 TME 10 Management Server
 ADSM can be unlocked and pulled from the 6/96 TME 10 Management Server
 CD showcase and does not prereq any of the other features.  The order
 mechanism is to order 5697-BKP.  The orderer will receive the following:
   1) The TME 10 Management Server CD showcase that contains the 2 ADSM
      AIX servers and all the various platform clients (one key unlocks
      all).

   2) A second CD with directly installable (not key-locked) ADSM for OS/2

   3) A third CD with ADSM alternate clients
