The IBM ITSO has produced a RedBook that explains how to do this.  It is
called 'ADSM for AIX: Advanced Topics' and the order number is SG24-4601.
This explains how to trap ADSM messages and monitor them with NetView.

Another alternative is to use the Tivoli/Plus module for ADSM along with
the Tivoli Framework and suite of products.  This gives you a
preconfigured module to intercept ADSM messages along with other functions
like software distribution, the ability to run ADSM tasks on multiple
servers or clients and integration with the TME desktop.
