TCP/IP error binding acceptor socket

Yesterday changes were made to VTAM so last night VTAM was bounced. Before
VTAM was bounced we wanted to HALT ADSM to get a clean
shut down. I had problems with ADSM last time VTAM was bounced and ADSM was
not shut down clean. I cancelled all sessions that were running, except ONE
that for some reason what not cancel. But I had to HALT ADSM anyway.
After VTAM was bounced I started ADSM and received the following error
during startup:
ANR5099E Unable to initialize TCP/IP driver - error binding acceptor socket -1
(rc = 9).
Everything else started up fine. I could not start a session using TCP/IP
just APPC. We then bounced TCP/IP and without bouncing ADSM the TCP/IP
driver connected. Received this message in log:
ANR5090I TCP/IP driver ready for connection with clients on port 1500.
We don't understand why when we bounced VTAM that ADSM would require TCP/IP
to be bounced before the driver would connect. Any ideas???
My environment is: MVS 5.2.2
VTAM 4.3
TCP/IP 3.1 (IBM)
ADSM 2.1.3
