tsa.nlm not loaded?

ADSM folks,
I have a customer that is experiencing the following problem:
Netware client backing up to AIX server
An incremental of a directory or of bindery works fine but he gets an
error when backing up the NDS:
ANS4972E indicating that the TSA.NLM is not loaded.
He indicates that the TSA is loaded however.  Anyone see this before?
Any suggestions?
