DRM 'automatically' transitions volumes to the VAULTRETRIEVE state based on:

  - CSP volume becoming empty (i.e. reclamation has been performed for
    the volumes at the VAULT and they have met their REUSE delay)
  - DB backup series  expiring (i.e. they have met the expiration interval
    defined with the SET DRMDBBACKUPEXPIREDAYS parameter.

In other words, when you issue a MOVE/QUERY DRMEDIA * WHERESTATE=VAULTRETRIEVE,
DRM will dynamically determine which volumes are eligible to move back onsite.
