The problem that you described has happened to us as well.  It is not an ADSM
problem, but rather a function problem within the C/370 runtime library (also
LE/370).  APAR PN70857 describes the problem - we applied this and solved the
problem.

Dear ADSM-MVS'ers!

We are running MVS with SYSPLEX and the GMT Time. Therefore ADSM internally
has a delay of 2 hours (Austria) in the ADSM-Server.
Is there a way to avoid this? The time displayed (-2 hours) and the local
time should be equal!
