adsm client on os2 nt

if I define
DOMAIN: C:
exclude c:\...\*.*
exclude c:\....\*
include c:\user\*
include c:\user\*.*
adsm only does a backup of the directory/files under "c:\user\" directory
but saves the directory structure for the rest of the c drive.
I have a lot of os2/nt clients with 100-200meg "user directory" and
the rest of a 1gig drive for OS and other utilities/apps I don't want to
backup.
Why does adsm waste time saving the directory structure for the excluded
directories? In most cases it atleast doubles the time it takes to backup.
Am I missing something in the configuration files or is adsm working
as designed? If it is working as designed what is the logic behind saving
the directory structure for something you don't care to backup?
Thanks in Advance,
---Anjan.
