Why not introduce an extra parm for ADSM tape-storagepools, say SUBPOOLS.
(=number of "subpools").
These "subpools" within a tapepool are "LOGICAL", and each defined node
will be assigned a subpoolnumber. Multiple nodes can share a subpool.
When migration is in effekt, scratch volumes will be assigned within the
sphere of a subpool, rather than a node (colocation on) or the whole
tapepool (collocation off). This will prevent the number of "filling" volumes
from being higher than the SUBPOOLS value, and in case of disaster-restore,
the amount of volumes need will be  appx. TOTALVOLUMES/SUBPOOL-value.
